Why there is no partial setting
Instagram treats your follower and following lists as part of the same visibility decision as your posts. A public account is public in all three: anyone, logged in or not, can open your profile and tap Following to read the whole list. A private account restricts all three to people you have approved.
That is the entire choice. Articles promising a hidden following list on a public profile are describing something that does not exist, or they are describing a different platform's feature.
Making your account private
The switch lives in your account settings, under the account privacy section, as a single toggle for a private account. Turning it on takes effect immediately.
What changes the moment you do it:
People who do not already follow you must send a request before they can see anything. Your posts, reels, followers list and following list stop being visible to everyone else. Your existing followers keep their access. Going private does not remove anyone. Your profile picture, username, bio and follower counts stay visible.
What going private does not hide
Your comments on public posts stay public, and they carry your username. So do your likes on public posts where the account owner has like counts visible.
Anything already saved, screenshotted or exported by someone before you switched stays in their hands. Privacy settings apply from now on, not retroactively.
And anyone you have already approved sees everything a follower sees. If the point is to hide the list from one specific person, going private does nothing unless you also remove them.
The partial measures, and what they actually do
Removing a follower takes that person's access away without blocking them. They can request to follow again, and they are not notified.
Blocking is stronger. It hides your profile from that account entirely, in both directions.
Restricting limits their comments and messages. It does not hide your following list.
None of these three make your list private to everyone. They are per-person tools, not visibility settings.
What this means if someone is analysing your account
Tools that read follow networks, this one included, can only read what is already public. A private following list is invisible to them for the same reason it is invisible to a stranger with a browser: the platform does not serve it.
So if your goal is to stop your follow list being readable by anyone at all, private is the answer and it is a complete one. If your account stays public, assume the list is readable, because it is.
