If an Instagram account is public, you can see who it follows in three taps: open the profile, tap Following, scroll. That is the free method, and there is no trick beyond it. If the account is private, you have to be an approved follower, and no app or website can change that.

Tap or click the Following count under the bio.

On your own account, Instagram lets you sort the list by date followed. On someone else's public account, the order is set by Instagram and is not chronological.

Can you see who someone follows on Instagram if their account is private?
Only if they have approved you as a follower. No tool can read a private following list from the outside, and LikePatrol does not try.
Does Instagram notify people when you look at their following list?
No. Viewing a public profile or its following list does not notify the account. Using LikePatrol does not either, since it only reads public data.
