How to see who someone

Short answer
Not on the first look, by anyone. Instagram removed the following activity tab in 2019 and the list is ordered by ranking, not by date, so there is nothing recent to read. The only honest method is to record the list now and compare it later.

What disappeared in 2019
Instagram had a Following tab inside the activity feed that showed what accounts you follow had liked and followed. It was removed in October 2019 and never came back. Every article promising to restore it is describing something that no longer exists.
Why the top of the list is not the newest
The order is ranked by predicted interaction and it changes between loads. Reading the first screen tells you who the ranking considers closest, which is biased toward strong relationships and large accounts — the opposite of a recent-first list.
What any tool can honestly do
Save the list, then read it again later and show the difference. That is the whole mechanism. A tool that shows you recent follows the first time you search a handle is showing you the head of a ranked list and calling it a timeline.
What the comparison actually gives you
Two separate facts, and they do not mean the same thing: accounts that entered the list, which is a decision someone just made, and accounts that left it, which may be an unfollow or an account that disappeared.
